Both of these focus on 'one hit' because I feel that's obviously the crux of the phrase. So, either 'One Hit Wonder' means you literally had one hit song, then never produced another hit, or it means you had one hit album, and that album may have produced several hit songs. If you have several hits over several albums, I don't think 'one hit wonder' applies. Smashmouth charted in the US with 11 singles and 4 albums.
I don't think they count. 'One hit wonder' is a cultural analysis, not a financial one. Tons of bands or artists, like Jimi Hendrix, technically had only one hit, despite reaching massive cultural popularity. These type of bands are clearly not one hit wonders. On the other hand, almost all of the most well known one hit wonders had enough popularity from that song to transfer over to a few other minor chart hits. For example, 'The Knack', known for writing 'My Sharona', had a couple hits, including one top 40 hit on a different album. But they are an archetypal one hit wonder band.
If the term can't be applied to them, or bands like them, it's pretty useless. A one hit wonder is band who is only known in popular culture for a single song. Personally, I don't think Smashmouth fits those criteria, but I think arguing against that from a stance of pure chart performance is misguided.
